젠더 관점에서 본 다문화 사회의 사회통합 = Gender and Integration in the Multicultural Societies

국문 초록 (Abstract)

이 논문의 목적은 이주 인구의 증가로 초래된 사회통합의 어려움을 해결하기 위해 주요 이주국들이 채택한 다문화주의 정책의 철학적 및 도덕적 근거와 적용에 있어서의 타당성과 한계를 젠더 관점에서 파악하고 젠더 평등을 지향하는 미래를 위한 보안책을 제시하는 것이다. 이를 위해 첫째, 사회통합이라는 개념을 그 변화의 초점을 통해 알아보고 젠더 관점에서 볼 때 다문화주의 이주정책의 논리와 내용이 어떤 방식으로 해석되고 적용되어야 하는지에 대해 논의한다. 통합정책의 논리적 토대로서 지배적으로 선택되어지고 있는 다문화주의가 가진 논리적 강점과 약점을 보는 과정에서 여성 이주자의 사회통합을 위한 도덕적 조건을 분석하게 될 것이다. 둘째, 도덕적 조건에 대한 이해가 있다 하더라도 현실에 적용하는 것은 또 다른 문제이다. 이주의 여성화가 뚜렷해지는 상황에서 이주의 동기, 과정, 결과에 있어 다문화 사회에 담긴 젠더차이의 의미를 검토한다. 셋째, 이주정책이 동화의 포기와 분리의 불가피성이라는 극한 상황을 염려하게 하는 정도로 기대하지 않았던 방향으로 전개되는 가운데, 이주국들이 보여준 여성 이주자들에게 직접 영향을 주는 정책 변화를 통해 다문화주의의 원리와 현실 간의 괴리를 짚어 본다. 이를 통해 사회통합이라는 목표가 어떤 운명을 맞는가를 예측해 볼 수도 있다. 넷째, 결론에 앞서 젠더화된 다문화 사회의 문제 해결이 곧 사회통합을 성공시키는데 중요함을 명확히 하고, 현재 실행되는 다문화주의가 젠더 평등이라는 가치를 간과하지 않고 다문화 사회를 위한 최선의 대안이 되려면 구체적으로 어떤 철학이나 정책이 보완되어져야 하는가를 제시한다.

다국어 초록 (Multilingual Abstract)

The purpose of this paper is 1) to understand multiculturalism as the policy principle for social integration in the multicultral societies formed by international migration, and 2) to apply gender perspective to criticize the definition of culture, multiculturalism, group rights, social integration and immigration policies.
For the purpose, first, I will explore the concept of integration and it's path of change occurred especially in the existing major receiving countries such as Sweden, Germany and Canada. The globalization, feminization, and politicization of migration are the key phenomena caused the reevaluation of multicultural immigration policies. It is useful to speak of theoretical strength and weakness of multiculturalism to refer it's rationale and moral justification. This is important not only to meet the needs of increasing immigration population and the conflicts among the norms and expectatiohs of diverse minority groups but also to criticize the gendered socio-cultural adaptation programs supplied by the receiving countries. Second, I introduce the gender gap in migra tion through women's experiences in terms of the motivation of migration, the process of settlement, and the social status those women finally earn after migration which show most depressed gender gap. Third, many host countries of immigration such as Sweden, Germany and Canada seem to hesitate to continue their open policies facing conflicts between their political and economic interests and humanitarian intentions. It will be important to understand the major obstacles of humanitarian policies in multicultural societies and the direction of the change toward social integration in those countries in principle and reality for the future. Forth, emphasizing the need for correcting gendered multiculturalism, I will summarize the alternatives for improving the existing policy practice to promote gender equality.
