    The current medical practices in Korea have many new ethical problems, including the issues in bioethics like internal organ transplant, abortion, and external fertilization. The current moral education in medical colleges, however, can hardly cope with the rapid changes in medical practices. Many people in medicine, therefore, become much more concerned in the importance of moral education for medical students, but teaching methods or educational programs for it have not yet be developed.
    At the first step of this study, I developed a medical ethics program based upon the cognitive developmental theory of Kohlberg and Rest. The major task in developing the program was to search of moral dilemmas which have frequently occurred in medical practice. As a result, 10 typical dilemmas were found, converted into scripts for dramas, and then videotaped. In addition, we created several teaching materials including 90 minute discussing module.
    At the second step of the study, the program was put into practice during one semester in College of Medicine of Seoul National University. The program consists of 10 sessions. In every session, students were asked to watch one videotaped drama (10 minutes) and discuss in small group during 60 minutes.
    The final task of this study was to evaluate the program. According to Rest s theoretical framework, the effect of the program was analyzed in two aspects of morality moral judgment and moral sensivity. Moral judgment is tested by DIT and moral sensivity by MEST(Medical Ethics Sensitivity Test) which was made in this study.
    The findings are as follows ;
    1. This program is effective in enhancing medical students moral reasoning ability.
    2. The effectiveness of this program on medical students moral sensitivity is not proved.
