The point of departure of this study involves the Kosovo conflict in the late 1990s in which the U.S. intervened with military forces and the international political environment surrounding the significant event in the post Cold War era. The United States carried out military intervention by placing regional security organization, NATO(North Atlantic Treaty Organization) at the head as crisis of humanitarian disaster occurred at Kosovo in former Federal Republic of Yugoslavia(FRY) due to internal conflict. This was the first military intervention that was carried out in Europe and the first American military intervention since the Cold War ended.Historical nationalism conflict between Serbia and Albania that began since 4th century which was closely connected with complex and various national, racial and religious factor, together with structural anxiety within worked up the background of the Kosovo conflict. And Serbian exclusive nationalism that protruded after death of Josip Tito who had led former Fede al Republic of Yugoslavia in 1980 ignited the beginning. The dependence movement in Kosovar Albanian that protruded in the deconstruction of Yugoslavia Federation stimulated Serbia to recognize Kosovo as emotional hometown, and Serbia killed innocent private citizens and generated numerous refugees in the process of suppressing the demonstration of Kosovar Albanian. Specially, Racak Holocaust in January, 1999 resulted in concern and reaction of international community for its scale and cruelty.The U. S. and NATO made a threat that they would bomb attack Serbia in case that it would not accept provisional political solution plan for contact group in peace conference that had been hosted in Rambouillet, France in February and in Paris in March, and the plan to perform peacekeeping in the region with armed peace-keeping soldiers. Nevertheless, Serbia Assembly rejected the suggestions unanimously, and it led to the air attack the United States and NATO made to Yugoslavia.
