학교의 책무성 제고 방안 = Policy Measures Establishing School Accountability

다국어 초록 (Multilingual Abstract)

The purposes of this study are to analyze accountability problems in primary and secondary schools, and to induce policy measures to establish accountability in schools. The main tasks establishing accountability in schools are to stimulate and encourage schools to conduct their responsibilities and duties, and to be accountable to the degree of support from the school stakeholders, such as parents and people as tax-payers.
In this context, the following policy measures are needed to establish accountability in schools. First, School personnels should make efforts to establish accountability in schools by recognizing their accountability in school and devoting their responsibilities and duties. Secondly, school accountability verification system should be established by introducing school evaluation including student achievement test and teacher evaluation. Thirdly, infrastructure for the school accountability should be promoted by introducing the school based management system including democratic and rational school operation.

국문 초록 (Abstract)

이 연구의 목적은 초중등학교를 중심으로 학교의 책무성 문제를 집중적으로 분석하여, 학교의 책무성 제고를 위한 정책 과제를 도출하기 위한 것이다. 학교의 책무성은 단위학교가 학교 고객, 학교 운영주체, 및 교육전문집단으로부터 지원받은 정도에 상응하여 학교에 부여된 책임과 의무를 충실히 수행하여 그 결과를 관계자들에게 보고하는 것이다. 이런 맥락에서 단위학교의 책무성을 제고하기 위해서는 학교가 학교의 책무성을 자각하고 학교의 고유 업무를 충실히 수행하는 노력이 우선적으로 이루어져야 하고, 이와 함께 학교평가와 학력평가를 통해 학교의 책무성을 확인검증하는 체제가 구축되어야 하며, 단위학교 운영의 자율화와 학교경영의 민주화합리화 등의 책무성 제고를 위한 기반이 조성되어야 할 것이다.
