장애인 취업알선 서비스가 고용의 질에 미치는 영향 = Effects of Job Placement Services for the People with Disabilities on Quality of Work

다국어 초록 (Multilingual Abstract)

The purpose of this study is to analyze empirically the effects of job placement services on quality of work of the people with disabilities.
In order to pursue such goal this study used ‘the disabled workers survey data’conducted by KEPAD(Korea Employment Promotion Agency for the Disabled) in 2005. The data were analysed by logit, multiple regression analysis.
The major findings are:
(1) The disabled who were helped by job placement service center had higher probability in employment at large enterprises than not helped.
(2) Job placement services increased the probability of irregular employment.
(3) Job placement services decreased the wage per hour.
According to the findings of this study, I recommended to introduce One-Stop Career Service Delivery System based on Employment Support Center, and case management system, to encrease co-work of KEPAD and Employment Support Center, and to re-classify the work rehabilitation center by transitional employment level.

국문 초록 (Abstract)

본 연구는 장애인에 대한 공공서비스 중 취업알선서비스가 장애인의 고용의 질에 미치는 영향을 실증적으로 분석하기 위한 것이다. 자료는 2005년 한국장애인고용촉진공단에서 조사한‘장애인근로자 실태조사’원자료를 이용하였다.
분석 결과 취업알선 서비스를 받은 장애인의 경우 스스로 알아서 취업한 장애인에 비해 300인 이상 사업체에 취업할 확률은 높아지나 임시·일용직에 취업할 확률 또한 높아지는 것으로 나타났으며, 임금은 오히려 취업알선 서비스를 받지 않은 장애인근로자에 비해 더 낮은 것으로 나타났다.
이러한 문제를 극복하기 위해 고용지원센터를 중심으로 한 원-스탑 서비스 전달체계의 구축, 사례관리팀의 구성, 직업재활실시기관의 기능별 재분류를 통한 고용 기능의 강화 등의 정책적 대안을 제시하였다.
