DEA를 이용한 지역산업기술개발사업의 효율성 분석 = An Efficiency Analysis Using DEA for National R&D Program for Regional Industrial Technology

국문 초록 (Abstract)

본 연구는 DEA(Data Envelopment Analysis)를 이용하여 지역산업기술개발사업의 효율성을 평가하기 위한 분석의 틀을 정립하고, 정부가 추진하고 있는 지역산업지원사업의 효율성을 향상시킬 수 있는 개선 방안을 제시하는 것을 목적으로 하였다. 본 연구는 지원과제 유형에 따라 총 2개의 분석범위로 구분하였고 표본과제익 실증분석을 위해 사용된 자료는 2008년도에 조사된 성과활용보고서 중 과제완료 후 2년차인 342건을 대상으로 지원 및 성과현황을 정리하였다. 또한, DEA를 이용하여 효율성 점수를 산출하고 상대적으로 효율적인 과제들과 비교하여 바효율적인 과제들익 비효율익 원인과 개선방안을 제시하였으며, 상대적으로 효율성을 쉽게 비교해 볼 수 있는 순위 분석도 실시하였다.
그간 국가연구개발사업에 관한 연구는 사업별 수준에서 절대적 성과치를 근거로 계량적으로 분석하여 온 경우가 많으며, 개별 과제 단위의 효율성 측정을 위하여 DEA를 이용한 연구들은 찾아보기가 힘들다. 따라서, 동 분석법의 한계를 극복할 수 있는 개선된 DEA가 적용된다면 연구개발사업의 효율적 관리에 크게 기여할 것으로 기대한다.

다국어 초록 (Multilingual Abstract)

This study was purposed to establish a frame for analysis to assess the efficiency of regional industrial technology development projects using the DEA (Data Envelopment Analysis) and present a policy measure to enhance the efficiency of the regional industry support project being implemented by the government. This paper divided the support tasks to a total of two analysis scopes based on their types and the data used for empirical analyses were 342 tasks that had been completed two years earlier selected from the outcome utilization report for a survey conducted in 2008 and the states of support and outcomes in the tasks were summarized. In addition, efficiency scores were calculated using the DEA, inefficient tasks were compared with efficient tasks to present the causes of inefficiency of the inefficient tasks and measures to improve and ranking analyses were also conducted so that relative efficiencies could be easily compared.
To date, studies of national research and development projects have been analyzing at discretion based on absolute outcome values at the level of projects in most cases and few studies used the DEA in order to measure the efficiencies of individual unit tasks. Therefore, it is expected that, if an improved DEA that can overcome the limitation of the said analysis method would be developed, it will greatly contribute to efficient management of research and development projects.
