    In the 21st Century Knowledge-Based Society, the Intellectual Property (IP) became one of critical tools for economic improvement and efficient management of IP becomes more important area. The IP created via national R&D, and the economic value of IP can vary according to knowledge management at R&D processes. Specially, the first on-scene laboratory in which knowledge is created is closely connected to the invention of IP and a level of quality, but importance of IP management at laboratory level has been overlooked. The main purpose of this study is to develop individual IP management indices that can capture various aspects of status of IP management at the level of laboratory. Additionally, we propose a composite IP management index which can forecast the expected research outcome score at laboratory. This study is expected to contribute to enhancement of IP management of national R&D by providing effective
