국가기록관리 발전을 위한 정책 제안

다국어 초록 (Multilingual Abstract)

Before explicitly provided for in the law, records management was treated as documentation administration of sub-process of the paperwork, and some recorded documents were discarded indiscriminately by administrative requirements without taking into account of historical evaluation on the records. It was not until relevant legislation was enacted in 1999 that the foundation for the development of national records management was established.
With the promotion of records management innovation in the president Roh Moon-hyun’s adminstration, national records management has made remarkable advances. In particular, records production system that reflects business affairs was constructed, and electronic records management system was created and spread. In addition, records managers and activists were deployed in government institutions for the first time since the establishment of the government.
However, the national records management has taken a backward step since the inauguration of Lee Myung-bak government, which utilized records issue in a political way by raising controversy over the disclosure of presidential records by former president. The National Archives of Korea came to be more bureaucratized, and the lowered professional qualifications of records managers and activists caused by elimination of academic regulations contributed to undermining the professionalism. In addition, the Lee administration disposed of some records to conceal its illegal activities. As such, the national records management system has been shaken to its foundations.
In this regard, new policies should be formulated to overcome these problems and promote continuous development. First, it is necessary to provide institutional guarantees for the National Archives of Korea to consolidate its independence and expertise. Second, government support is required to establish local records management intuitions and activate records management in private sectors. Third, it is required to conduct efficient records management of elected officials such as members of the National Assembly and heads of local governments. Lastly, the disclosure of records needs to be expanded.
