사회서비스 일자리사업의 실태와 발전방안 = The Current Situation and Countermeasure of Social Services jobs - The Case of Sokcho City

국문 초록 (Abstract)

새로운 일자리 창출과 확대가 중앙정부나 지방자치단체의 주요한 정책목표의 하나가 되고 있다. 그러나 현재 정부나 지방자치단체에서 추진하고 있는 사회서비스 일자리 사업도 주로 취약계층에 대한 단기적인 일자리 제공이라는 틀을 크게 벗어나지 못하고 있다. 또한 지역의 여건 차이를 반영하지 못한 채 중앙정부 주도로 추진되고 있는 실정이다. 따라서 지속적이며 안정적인 일자리 창출을 할 뿐만 아니라 지역의 사회서비스 일자리 수급여건을 고려한 일자리 창출이 필요하다.
본 연구에서는 속초시의 사회서비스 일자리사업에 대한 분석을 통해 사회서비스 일자리 사업의 발전방향을 모색하였다. 그 방안으로는 종합적인 조종체계의 구축, 사회서비스 일자리사업에 대한 평가체계의 구축, 정책대상의 특성에 부합하는 맞춤형 프로그램 설계, 일자리 유형별 차별화된 정책목표 및 관리체계 확립, 사회적 서비스의 새로운 영역에 대한 지속적 발굴 및 다양한 형태의 사회서비스 일자리 사업 추진, 국내외 모범 사례의 발굴 및 활용 등을 제시하였다.

Our society regards the problem of polarization and quality of life as a important task of national policy. Government offered financial support to targeted applicants to create regional job opportunity. However, the provision of jobs lacks of supply standards in terms of regional demand and supply match with considering regional labor and capital characteristics.
New job creation and expansion of the central government or local governments have become one of the major policy goals. However, the central government and local government jobs, business short-term employment opportunities for vulnerable groups has focused on. It also does not reflect regional differences in the conditions, the central government led initiatives. Thus, considering the local conditions is needed to create jobs.
In this study, social service jobs of Sokcho city is analyzed. Through the analysis of social service jobs, business development direction was investigated. Those measures include the establishment of a comprehensive control system, construction of evaluation system for the business, policy, program design according to the characteristics of target groups, establishment of a differentiated policy objectives and management systems according to the types of jobs, ongoing excavations for new area of social services, promote job creation projects in various forms, excavation and use of best practices at home and abroad, etc.
