치안정보의 개념에 관한 연구 = A Study on the Intelligence Operations of the Police in South Korea

다국어 초록 (Multilingual Abstract)

The Police of the South Korea have played an important part in national security and order maintenance by intelligence operations. The intelligence operations of the police has originated in Japan's 1910-1945 rule of Korea when most policing pattern was political surveillance or watch for independent movements. After national liberation in 1945 and national foundation in 1948 police had watched politician of nongovernment parties and many student activists. Because the legacy of Japan's rule of Korea had not been eliminated and anti-communism had strengthened the intelligence operations of the police. In this thesis, I examined whether the national intelligence was different with the intelligence operations of the police and considered the countermeasure at the protection of the private information.
The intelligence operations of the police is the branch of the national intelligence. But the police's is more lawfulness than the nation's. Because the national intelligence is possible to go ahead the covert action if necessary. I indicate that the police's intelligence must specialize in order maintenance and the nation's in national security.
The police's intelligence gathering and analysis is possible to violate private information by necessity: all the police's action in itself too. Accordingly the intelligence operation of the police have to be regulated in democracy and ruled in law. The scope, limits, objects, methods, procedures of policing in relation to intelligence must be provided in the law. As excessive regulation is able to shrink the diversity of the policing, the sufficient debates and scientific support is necessary. And it have to correspond with the real situation of Korea.
