Now the modern society has turned the 'identity' era into the 'diversity' one. Korea also gets down to the multi-cultural society as marriage immigrants, North Korean defectors, and foreign laborers increase. With the advent of the multi-cultural society, the active demand for the multi-cultural education grows and the necessity to newly establish the multi-cultural citizenship rises.
Based on the demanding of the multi-cultural citizenship education, this study is intended for structuring a equity pedagogy method in order to create the multi-cultural citizenship. To achieve the purpose, literatures were studied to explore the levels of citizenship. And the meaning and the method equity pedagogy were investigated to lay a theoretical foundation for this study. In this study, the level of 'participation degree' and 'problem solving type' were significant criterion to classify the level of citizenship, so the questionnaires based on the 'participation' and 'problem solving' were prepared to investigate the citizenship level of students. In addition, the characteristics by each test level was explored to establish a equity pedagogy strategy suitable to each level. And with the application of it, a method of equity pedagogy in social studies with different citizenship levels were structured.
The structuring of a equity pedagogy method by each citizenship level is necessary to establish the citizenship required in the multi-cultural society. However, to perform the equity pedagogy method with different levels, the teachers' active practical will and the innovation of curriculum and in schools are also required. With such the educational efforts, learners are expected to learn the multi-cultural citizenship.
