새로운 ‘시민들’의 등장과 다문화주의 논의 = Emergence of 'New Citizens' and Multiculturalism Discourse in Korea

국문 초록 (Abstract)

글로벌 이동이 가져온 초국가적 초지역적 맥락 속에서 한편으로는 복지국가의 감소, 정치적 무관심의 증대로 국가 공동체의 의미가 약해지는 반면, 다른 한편으로는 민족적ㆍ종족적ㆍ종교적 정체성에 대한 승인의 요구가 커지고 있다. 이주노동자와 결혼이주민의 유입을 통해 다종족(multi-ethnic) 다민족(multi-national) 사회로의 급격한 변화를 경험하고 있는 한국사회 역시 이러한 전지구적 맥락 안에서 차이의 인식과 인정, 그리고 재분배를 둘러싼 힘겨운 투쟁을 하고 있다. 문화적 차원에서의 준비과정 없이 인구변동의 차원에서 이러한 변화를 겪게 된 한국사회는 일단 정부 차원에서 스스로를 다문화사회로 파악하고 이에 합당한 정책적 대안을 마련하고자 한다. 그러나 한국 정부가 주도하고 있는 이주정책으로서의 다문화주의는 일차적으로 저출산ㆍ고령화 현상, 힘들어진 농촌 총각의 결혼문제 등의 해결에 그 중심이 놓여 있으며, 다문화주의의 요소를 가미한 동화주의의 면모를 띤다. 본 논문은 이러한 맥락 속에서 다문화주의 논의를 한편으로는 정치철학적, 윤리적 관점에서, 그리고 다른 한편으로는 시민권의 관점에서 고찰함으로써 다문화(주의) 언설을 위한 이론적 배경을 마련하고자 한다. 그리고 마지막으로 그러한 논의에 입각해 여성결혼이민자에 대한 정책을 검토함으로써 이론과 정책적 실천의 연관성을 모색한다.

다국어 초록 (Multilingual Abstract)

In the era of globalization the number of immigrant workers and marriage migrant women in Korea is rapidly increasing. Job and marriage markets are being restructured in a global scale, not just in a nation-state, along with the accompanying areas of intimacy and health care. Korean society is also going through such changes with globalization. But those changes were not taken into consideration under perspective of migration policy by Korean government until low birthrate and aging society became crucial socio-political agendas. After Korean government has accepted that Korean society became a multicultural, it tried for making appropriate policies to that situation. But the multicultural policies drawn up by Korean government took their ground on the idea of Korea being a racially homogeneous nation based on paternal lineage. This idea acts as an important factor not only for the policy of immigrant workers but also of marriage migrant women. In that context this study focuses on debates about multiculturalism in terms of political philosophy and citizenship. Further more it tries to examine policies about marriage migrant women under the perspective of gendered citizenship.
