국문 초록 (Abstract)

최근 유럽 각국은 그동안의 외국인 정책이 실패했음을 선언하고 정책적인 변화를 꾀하고 있다. 특히 프랑스의 동화모델을 가운데 두고 양측에 있던 네덜란드와 독일의 사회통합모델이 동화주의 방향으로 정책적인 이동을 하고 있는 것이다. 즉 차별배제 모델의 독일과 다문화모델의 네덜란드가 동화주의로 수렴하는 현상을 보이는 것이다. 이 글의 목적은 네덜란드와 독일의 이주자 통합모델이 동화주의 방향으로 변화한 모습을 밝히는 것이다. 이러한 연구목적을 위하여 이 글은 구체적으로 두 나라의 외국인 통합정책을 살펴본다. 오늘날 유럽에서는 사회통합정책을 이민자가 입국한 이후에 적용하는 정책으로 보는 것이 아니라, 입국-체류-영주-귀화 등 이주 전 단계에 걸쳐 실행하는 정책으로 보고 있다. 따라서 새로운 통합정책은 이주자와 국민 간의 갈등을 최소화하기 위하여 입국이전 단계부터 이주자에게 언어와 사회에 대한 교육이수를 의무화하고 있다. 이 글에서는 네덜란드와 독일이 이주민을 대상으로 어떠한 시민권 정책과 교육정책을 실행하고 있는지를 알아본다.

다국어 초록 (Multilingual Abstract)

Many European countries have recently declared that their foreigner policy had failed and seek to change their policy. Especially, the social integration models of Netherlands and Germany, between which the French assimilation model stands, are moving toward assimilationism. It means that both the discriminative and exclusive model of Germany and the multicultural model of the Netherlands seem to converge on assimilative model. The purpose of this paper is to explain the shift of the integration model of immigrants to the direction of assimilationism in the Netherlands and Germany. For the purpose this paper specifically examines the integration policies of the both countries. Today social integration policy in Europe is no more the policy, which is applied to foreigners after their entry. It is the policy, which is implemented in the whole process from the entry of immigrants to their naturalization. The new integration policy imposes on immigrants the duty of learning of language and social knowledge and the examination of their ability, which can help reduce potential conflicts between immigrants and local people. This paper explores what policies the Netherlands and Germany implement for civil rights and education of foreign immigrants.
