2011 국제표준교육분류(ISCED)에 의한 유아교육단계의 교원제도 분석 = An analysis of early childhood teaching professionals of Korea based on ISCED 2011

This study analyzed early childhood teaching professionals of ISCED 0 as the pre-primary level based on the categories fo ISCED 2011. In 2012, OECD strongly suggested to enhance early childhood teachers’ quality to improbe the early childhood education system. This research studied the early childhood educatin systems of OECD, and European countries as follows: First, it analyzed the types of early childhood teaching professionals’ role, the entry level teachers’ education level for the ISCED level, and the highest level of teachers’ education level. Second, it analyzed the education level of teachers between the pre-primary ISCED 0 and primary ISCED 1 in OECD and the European countries. Third, education levels and majors of Korean teaching professionals for kindergarten and child care center were analyzed. Based on the results, to make the education system(ISCED 0) appropriate for ISCED 2011, this study suggested the improvement of the quality of early childhood teaching professionals.

국문 초록 (Abstract)

본 연구는 2011 UNESCO에서 제안한 국제표준교육분류(ISCED)에 의하여 우리나라 유아교육단계(ISCED 0)를 담당하는 교원을 분석하는 것을 목적으로 한다. 2012년 OECD는 유아교육단계의 질 관리 체제 가운데 하나로 교원의 질적 고양을 강력하게 제안하고 있다. 이에 본 논문에서는 다음과 같은 점에 초점을 두어 OECD 국가, 유럽 연합 등 주요 국가의 유아교육 단계의 체제를 분석하였다. 첫째, 유아교육 단계의 전문가의 역할 유형, 최소 입문 학력의 ISCED 단계, 최종 학력의 학령을 분석하였다. 둘째, OECD와 유럽 연합의 유아교육(ISCED 0)단계와 초등교육(ISCED 1) 단계의 교원의 학력(ISCED) 단계를 비교하여 국제적 현황을 분석하였다. 셋째, 우리나라 유치원 교원과 보육시설 교직원의 설립 유형별 학력과 전공을 분석하였다. 이를 통하여 ISCED 2011에 적합한 유아교육 단계의 구축을 위한 교원의 질 관리를 위한 교원의 학력 고양을 제안하였다.
