기업주의 도시 로컬리티의 타자성 - 푸코의 통치성 개념과 연관시켜서 - = Altérité et localité des villes entrepreneuses: approche par le concept foucaldien de la gouvernementalité

다국어 초록 (Multilingual Abstract)

Cette étude a pour but d'examiner la localité de deux villes entrepereuses britaniques, Glasgow et Manchester et d'en éclaircir la subjectivité et l'alterité. Il s'agit d'un cas représentatif des cités soumises au l'influence de la globalisation néolibérale.
La ville de Glasgow dont la politique économique a été tournée du gestionisme au néolibéralisme, et Manchester tournée au localisme socialiste ont captivé les intérêts scientifiques des chercheurs aux divers niveaux. Notre étude les aborde par le biais du concept foucaldien de la gouvernementalité sur laquelle a attirée l'attention du groupe de recherches de la revue Economie et Société. La gouvernementalité foucaldienne n'est pas le moyen d'analyse et d'explication, croyons nous, mais une attitude pensante et une volonté pour obtenir la rationalité politique. Développant “les techniques de soi” qui subjectivent les individus en tant qu'un vecteur elle justifie l'idéologie du mercantilisme entrepreneur en les appliquant et élargissant à la collectivité, aux entreprises et aux communautés urbaines locales.
Il est important de remarquer que cette subjectivation implique aussi le processus de l'altérité et de l'exclusion. C'est que la cité entrepreneuse est le cas représentatif de la réalisation de la subjectivation rendue possible par la gouvernementalité néolibérale et aussi le lieu même de l'altérité et d'aliénation. A nos sens méritent d'être mentionnés les pauvres et marchands ambulants déplacés et expulsés qui ont subi de plein fouet l'effet de la rénovation urbaine et des travaux de construction de grande envergure. Nous tenons donc à attirer l'attention à ce processus de la relation en évolution entre non seulement la globalisation et la localité mais aussi l'Etat et la localité puisque nous estimons qu'il est la conséquence inévitable de la globalisation et de la planification du réaménagement territorial.

국문 초록 (Abstract)

이 연구는 신자유주의 세계화가 로컬을 호출한 가장 선명한 사례로서 기업주의 도시에 주목하고 1975년 IMF 구제금융을 받은 영국의 도시 글래스고우와 맨체스터의 도시정책적 로컬리티와 그것이 구현하는 주체성과 타자성에 주목하였다. 전자가 관리주의(managerialism)에서 신자유주의로, 후자가 특별히 지방자치 사회주의(municipal socialism)에서 신자유주의 도시로 이행하였다는 점에서 이들의 전향은 지식인들의 다양한 모색을 자극하였다. 우리는 『이념과 의식』 및 『경제와 사회』 연구 집단이 주목한 푸코의 통치성(gouvernementalité) 개념으로 설명을 시도 하였다. 이 개념은 자유주의의 구체적 현실을 분석하고 설명하는 것이 아니라, 정치적 합리성을 획득하는 하나의 사고이자 의지이며 벡터로서 개인을 주체화하는 ‘자아의 기술’을 계발하고 이것을 다시 집단과 기업 그리고 로컬(도시)로 확장시켜 기업가적 정신을 정당화한다는 사실을 지적하였다. 문제는 이런 주체화가 포섭과 배제와 탈락의 강력한 타자화를 동시에 진행시킨다는 사실이다. 기업주의 도시(entrepreneurial city)가 신자유주의 통치성이 작동한 주체화의 강력한 구현이지만 그와 동시에 격렬하고 첨예한 타자화의 장인 이유가 여기 있다. 특히 도시재개발 과정에서 대규모 건축공간을 생산하는 기함(flagship)정책의 그늘에 강제이주당하는 빈민과 행상인들의 타자성에 주목하였다. 우리는 이것이 세계화의 산물인 동시에 국민국가 영토의 재설계(rescaling) 과정의 산물이라고 평가하여, 세계화와 로컬의 관계만이 아니라 국가와 로컬의 관계가 재편성되는 과정에 주목하기를 요청하였다.
