국민연금 수급율 추정 및 성별 연금격차 분석 = Estimating Gender Gap in the Beneficiaries of National Pension Scheme

다국어 초록 (Multilingual Abstract)

This paper estimates the rate of women receiving the National Pension Benefit and analyses the gender gap in the receiving rate. Korean women are at disadvantage in the labor market compared to men; their labor participation rate is low, working careers are disconnected and the average level of income is about 60% of men`s. Since National Pension Scheme operates on the social insurance principles, women`s inferior status in the labor market will have an influence on their future pension annuity. The estimation results include: (ⅰ) as expected, the gender gap is found in number of pension beneficiaries, but (ⅱ) women seem to rather have an advantage over men in terms of income redistribution such as income replacement rate and the rate of benefit over premium. But these results could sustain only when pension entitlements are obtained, and if not, this pension system could bring about much greater gender gap in the old-age poverty. Therefore, initiatives of ensuring equal employment opportunities and work-family balance should be accomplished simultaneously with the reform of National Pension Scheme in favor of women as well. This will help to reduce the gap within the pension entitlement and benefit levels, and further old-age poverty.
