유아교육과정의 설계와 실행을 위한 구성 요인 분석 : OECD 국가의 유아교육과정 비교를 기반으로 = Designing and Implementing Early Childhood Education Curriculum on the basis of 2011 (International Standard Classification of Education) ISCED Level 0

다국어 초록 (Multilingual Abstract)

This study aims to analyze the early childhood curriculum based on concepts and meanings of 2011 ISCED(International Standard Classification of Education). Especially, this study analyzes the curriculum components and target children's age of ISCED level 0, which is early childhood education for 0- to 5- or 6-year-olds on OECD countries. On the basis of this analysis, this study analyzes 5-year-old NURI curriculum, 3- to 4-year-olds National Curriculum for Kindergarten, and the Standardized Child Care Curriculum in Korea. This study suggests national early childhood curriculum based on the universal public education for young children from ages 0~5, at least ages 3-5. It should take complementary measures in order to be classified as ISCED level 0 of 2011 ISCED(International Standard Classification of Education). Those include the unification of curriculum, the delivery and supervision system of implementing curriculum, and teachers' licence for curriculum implementation based on the education regulatory framework recognized by relevant national authorities.

국문 초록 (Abstract)

본 연구는 2011년 국제표준교육분류 ISCED 0 단계에 적합한 유아교육과정의 설정을 위하여 OECD국가의 0-5세 유아교육과정을 분석하는 것을 목적으로 하였다. 이를 위해 ISCED 0 단계에 해당하는 유아교육과정 명칭, 관장 부서, 교육 대상 연령과 교육내용 영역을 조사하였다. 다음으로 선진 6개국의 교육과정을 대상으로 구체적으로 대상 연령과 교육내용의 특징을 분석하였으며 우리나라의 5세 누리과정, 3, 4세 유치원교육과정, 표준보육과정과 비교하였다. 분석 결과 OECD 국가들은 교육부 관장의 0세에서 초등학교 입학 전의 만 6세까지 일원화된 유아교육과정을 개발하여 적용하였으며, 최소 3세에서 6세까지의 유아교육과정을 개발하여 초등교육과 연계하여 적용하는 것으로 나타났다. 연구 결과에 기초하여 향후 우리나라도 2011 국제표준교육분류의 ISCED 0단계에 적합한 교육부 관장의 보편교육을 위한 0세에서 5세의 유아교육과정 개발과 적용이 필요하다는 것을 제안하였다.
