맥락, 문제정의, 사회적 형성 및 정책변화 -부동산 세제 변화를 대상으로- = Context, Problem Definition, Social Construction, and Policy Change: Focused on the Change of Real Estate Taxation System

다국어 초록 (Multilingual Abstract)

Why do policy changes take place? What factors do work such changes? What processes do involve in such changes? This paper aims at analyzing the influences of context, problems definition, and the social construction of target population on policy changes from the perspective of social constructivism, in order to explain the complexity of policy changes in a different way from objective and scientific study of policy that is dominant paradigm. The paper constructs a theoretical model in terms of combining problem definition theory and social construction theory. And then the paper illuminates roles of presidents as key policy makers in defining problems and target populations, and analyzes how the results of such roles are reflected in the aspects of logics, rationales, and messages of policy, focused on changes in Real Estate Taxation System. Finally, the paper discuss some implications derived from some results of those analyses.
