This study aims at exploring the living conditions and individual needs of youth offenders who were within about six months of release from juvenile detention center in South Korea. In addition, this study seeks to find barriers in adjusting to community and difficult living environments of youth offenders that may influence the community reentry experience of incarcerated youth.
Structured self-reported survey examining serious delinquency was administered to a sample of 223 youth offenders in order to estimate specific living conditions, needs, and obstacles from August 2011 to September 2011. The questionnaire was designed to estimate basic demographic characteristics, prior arrest history, and important community reentry factors.
Result showed that youth offenders who came back to community from juvenile correctional institutions have numerous problems and complicated issues that they have to solve. The problems were associated with family support, informal labelling, housing, delinquent peer, schooling, employment and poverty. Roughly 35% of the youth in the current study revealed that the most important factor for their rehabilitation in the process of transition from correctional setting to community is to obtain sufficient support from family members.
However, majority of youth offenders in the sample have been repeatedly arrested by police, which make them more difficult to gain enough opportunities to successfully adjust to community. Furthermore, a high proportion of offenders attempted to runaway since they returned to community from correctional institutions. More importantly, the current study have revealed that the lack of knowledge regarding community juvenile welfare service and deficiency of opportunities to move toward stable adulthoods stage are crucial barriers of the released youth.
Moreover, this study demonstrated that net-widening effect from the enhanced level of probation officers supervision draw attention to the importance of conducting scientific assessment and screening process in youth probation and reentry process. Further policy implications for the successful youth reentry and intensive aftercare service will be discussed.
