    일본의 침략기를 거치면서 중국, 일본, 구소련 등지에 흩어져 있던 해외 한인들의 운명은 해당 국가 및 지역의 정세와 이해에 따라 각기 달라졌다. 그중에도 사할린 지역은 한인 자신들의 의지와 관계없이 구소련, 일본, 미국 등의 이해가 얽히면서 귀환 자체가 봉쇄되었던 곳으로, 세계사에 아주 특별한 이주민 사례가 될 것이다.
    2007년 독립국가연합(구 소련지역)의 재외동포 수는 53만 3,976명으로, 2009년 러시아에만 22만 2,027명의 재외 동포가 거주하고 있는 것으로 집계되었다. 그 중 약 3만명이 러시아 극동지역의 사할린에 살고 있다. 2002년의 국가인구조사에서 사할린의 한인인구 비율이 전체의 5.4%를 차지하고 있다.
    1870년대에 이미 한국인들이 사할린에 살고 있었다는 기록 이후, 1905년 사할린은 일본이 점유한 남부 사할린과 러시아가 점유한 북부사할린으로 분할되었다. 일본이 남부 사할린을 점령했을 당시 이 지역에 24명이 한국인이 있었으나, 1920년 남부 사할린 거주 한국인 수는 934명으로 증가하였다. 1920년 4월 이후로 북부 사할린 지역의 한인들의 수는 609명에서 1,431명으로 급격하게 증가하였으나 일본이 북부 사할린에서 철수한 1925년 그 수가 487명으로 줄었다. 1937에는 소련의 강제이주정책에 의해 1,155명의 한국인들이 북부 사할린에서 중앙아시아 지역으로 강제 이주되었다. 제2차 세계대전 기간에는 한국인들이 남부 사할린으로 강제 노동자로 끌려왔다. 전쟁 말기에는 전체 사할린 섬에 4만 3,000 ~ 5만 명의 한인들이 거주하였다. 1944년 여름부터 1945년까지 사할린으로부터 일본 남부지역으로 대단위로 광부들이 이동하였다.
    사할린 한인의 이주는 정치적 역사적 상황의 변화에 따라 시대적으로 6개의 이주기로 구분될 수 있다. 사할린이 남북으로 분할되기 이전인 1905년 이전의 ‘초기이주시기’, 남 사할린과 북사할린 모두 비교적 자유로운 이주를 했던 ‘자유이주기(1905-1937)’, ‘일본의 강제이주기 (1937-1945)’로 구분해 볼 수 있다. 일본의 강제이주기는 북 사할린에서 한인들이 중앙아시아지역으로 강제 이동 된 때(1937년)에 부합되는 시기이다. 그 후로 한인 스스로는 어느 것도 선택할 수 없었던 소련지역에 살게 된 ‘혼돈기(1945-1959)’에 들어오며, 일본인 부인을 둔 사람들의 일본으로 귀환하고 남은 한인들은 체념과 포기상태에 이른다. 이후 ‘재 정착기(1959-1989)’를 상대적 안정기라고 볼 수 있으며, 소련의 해체와 함께 급격한 변화를 겪게 되는 ‘새로운 변화기(1990-)’를 맞게 된다.
    20세기 한국사와 세계사의 변화의 소용돌이 속에서 사할린 한인들의 이주와 정착은 특별한 역사와 독특한 성격을 갖는다. 사할린의 대부분 한인들은 일본의 영토였던 사할린 지역으로 갔지만, 이들은 결국 1945년 이후 역사적 혼돈과 정치적 상황으로 인해 소련영토에 남게 되었다. 사할린의 한인들은 자신들의 의지와 자각과는 관계없는 이주자가 되었다.

    The number of Koreans was recorded of 533,976 living in the Commonwealth of Independent States (the former USSR) in 2007 and of 222,027 only in Russia in 2009. Out of all Koreans 30,000 have settled in Sakhalin of the Russian Far East. The Russian National Census in 2002 shows that the proportion of Sakhalin Koreans accounts 5.4% of the total population of Sakhalin.
    The destiny of the Koreans who emigrated to China, Japan and Russia depends largely on the political situation and the interests of these countries. Among these countries, Sakhalin, Russia is the region of a peculiar case for the Korean emigrants.
    The demographic records showed that the Korean started to live in Sakhalin from 1870s, but for the details of Koreans the census had been taken since1897. In this survey only 67 Koreans were living in Sakhalin. In 1905 Sakhalin was divided into two parts, Northern Part and Southern Part, which were occupied by USSR and Japan, respectively. In southern part of Sakhalin under the Japanese occupation the Koreans were forced to move as the result of the Japanese forced migration policy and to work for Japanese before the World War II. At that time 24 Koreans were living in the Japanese Sector, and the number of Korean increased up to 934 in 1920. In 1910 the number of Korean families in Aleksandrovsk, the northern part of Sakhalin, was about twenty five. Since April 1920 the Korean population in the northern Sakhalin had increased rapidly from 609 to 1,431 persons, but with the Japanese withdrawal from the northern part of Sakhalin in 1925 the number of Koreans had decreased to 487. Since that, the population of southern and northern of Sakhalin had steadily increased. Especially the number of Koreans who immigrated to the southern part of Sakhalin continuously increased from 3,200 in 1925 to 5,880 in 1931. But in 1937 1,155 Koreans were deported from the Northern Part of Sakhalin to Central Asia of USSR. During the World War Ⅱ, more Koreans were brought to the southern part of Sakhalin as compulsory labourers. At the end of the War, the number of Koreans in the entire Sakhalin Island reached around 43,000 to 50,000. From summer in 1944 to 1945 a large number of Korean miners had been withdrawn to the southern part of Japan.
    On the other hand, the political and historical situations of Korean immigration to Sakhalin can be divided into six stages, i.e. (i) the beginning of migration, before the division of Sakhalin into the southern and the northern parts, (ii) the relative free migration period (1905∼1937), when the Korean migrated relatively free between the southern part and the northern parts of Sakhalin, (iii) the forced migration period by Japan (1937∼1945), when the Korean was forced to migrate from the northern part of Sakhalin to the central Asia. (iv) the confused period (1945∼1959), when the Koreans with a Japanese wife returned to Japan, and the others fell in abandonment and resignment, (v) the resettlement period (1959∼1989), relatively stable time, and (vi) the new changing period (1990∼ ), on the occasion of collapse of Soviet Union.
    Even though Sakhalin Koreans wished to return their homeland after the end of World War II, the political situation was very unfavourable to them: the intricate international relations between the former Soviet Union, Japan and USA. This political situation might be one of the most unique examples in the world history. To make matters worse, USSR wanted to have the Korean labours for the whole industrial branches in this area. So they did not allow the Koreans to go back to the homeland. However, some of Koreans returned to North Korea, and the Koreans who could not return to South Korea had to adjust their decision to this given situation.
    The Koreans in Sakhalin had suffered from the Japanese forced migration, and their settlement in Sakhalin was strongly influenced by the intricate domestic and international political situations. Therefore they had to live ...
