    This paper investigates the measuring methods and text levels suitable for reader``s reading abilities based on reader agency, or ``text complexity`` and ``eye movement tracking``. Text complexity is a methodological core concept of The Common Core State Standards in United States 2010. Text complexity take a role as principle to give the suitable texts to each students in their grade. If text complexity integrate into Vygotsky``s ZDP theory, ``the challenging texts`` is established for suitable texts. And, eye movement tracking offer basements to measure text levels, too. When, in a student is reading now-here, general characteristic eye movement of a poor reader is observed, the text is over the student`` reading abilities which not suitable for the reader.
