신자유주의 교육개혁과 학교선택제 = 미국의 학교선택제 실시과정에서 나타난 이데올로기 갈등과 시사점

국문 초록 (Abstract)

이글의 목적은 미국의 학교선택제 실시과정에서 나타난 이데올로기 갈등과 문제점을 분석하는 것이다. 특히 신자유주의 교육개혁에 대한 서로 다른 입장차이가 학교선택제 실시과정에서 어떠한 논쟁과 갈등을 유발하였는가에 초점을 두었다. 신자유주의 교육개혁을 찬성하는 측에서는 학교선택제가 공교육의 기존 문제점을 극복하고 학생들에게 교육기회를 확대하게 해줄 수 있다고 주장하는 반면, 반대자들은 학교선택제의 확대는 공교육을 시장논리로 재편하고 기존 불평등은 더욱 심화시킬 것으로 본다. 아울러 시행과정에서 공립학교 역할, 교육불평등, 선택과 효율의 문제, 기술적 문제 등 여러 가지 중요한 문제가 제기되어 왔다. 이러한 갈등과 문제점 및 이를 해결하는 과정을 살펴보는 것은 학교선택제 확대에 대한 문제가 제기되고 있는 우리나라 교육현실에 여러 시사점을 제공한다.

다국어 초록 (Multilingual Abstract)

This paper is to examine the conflicts and social issues in the process of newliberal educational reform in the united states. The analysis is in particular focused to the different views on school choice.
The neoliberal educational reforms demand for privatization and the free-market paradigm. Within the neoliberal market metaphor, the state role is driven to the responsibilities of parents, students, and schools. While the supporters contend that the reforms could improve educational qualities of public schools by privatizing education, the critics argue that the creation of quasi-markets is likely to exacerbate existing inequalities. The supporters also believe that school choice can provide parents and students with more educational opportunities, and could contribute to lessen the educational inequalities. Whereas, the critics note that school choice would lead to the move of children from the urban public schools to the schools of suburb area or private schools, and the public schools might be more deteriorated. These conflicts and experience provide Korean educators with some suggestions and reform idea.
