This study is to analyse the characteristics of organizational commitment and job satisfaction of aviation workers in public sector. The aviation workers in private businesses are considered as important factors in business competence and many incentives are given to them by businesses but didn`t in public. The demand for aviation workers are increasing rapidly in public sector. Therefore, To build up the effective HRM practices in public sector, we studied for aviation workers in public sector focused on Korean Coast Guard. Being consistent with the existing literatures, results show that ACS and CCS were positively correlated with Job Satisfaction but different in groups. The Affective Attachment was found to be highly correlated in aero-mechanic group but lowly correlated in pilot group. These results would have two practical implications. First, the korean coast guard need to emphasize individual motivation and economic incentives rather than forcing loyalty to individual employees to build a efficient HRM systems because the level of affective attachment was lowed in pilot group. It is also recommended that the publics should emphasize proper evaluating and compensating systems through fair rules and procedures.
