장애인 고용 네트워크의 구조 분석 연구-서울지역을 중심으로 = Analysis on the Structure of Employment Network for People with Disabilities Depending on the Level of Cooperation among Service Providing Institutions

In 2004 Korea Employment Promotion Agency for the Disabled(KEPAD) began the employment network program for people with disabilities in order to provide a more comprehensive and effective service to the disabled in the local community. Through coordination and collaboration among institutions, the employment network program reduced competitive relations among local institutions and overlapping of tasks. The employment network program resulted in numerous agreements with relevant institutions. However, a scientific analysis of the entire network structure and collaboration pattern of institutions has not yet been conducted. Based on this need, this paper utilized the network analysis and measured the density and the centrality of employment network for the disabled according to 6 collaboration levels. The institutions are limited to the ones located in Seoul. The 6 levels of collaborations are accumulations of information and data, intake and refer of clients, periodic discussions and workshops, sharing material/human resources, official contract, and operation of co-projects.
According to the results, a difference of network structure existed at each level. Each network formed sub-network depending on the closeness of the institutions(based on community, service target, type of institution and disability).
In addition, in each level of network the hub institution and broker institution was identified emphasizing the importance of their roles. In regards to centrality, the role of KEPAD branch offices were identified. These results are significant in that they provide a strategic map to operate the employment network for people with disabilities effectively. We also suggest to establish disability employment network governance on the basis of this network map.

국문 초록 (Abstract)

2004년 한국장애인고용촉진공단이 주축이 되어 시작된 장애인 고용 네트워크 사업은 장애인에 대한 고용 서비스의 조정과 연계를 통해 기관간 업무 중복과 상호 경쟁 관계를 해소하고 지역장애인들에게 보다 종합적이고 효과적인 서비스를 제공하기 위함이라고 할 수 있다. 이러한 장애인 고용 네트워크 사업은 많은 관련기관과 협약체결을 이루는 등 가시적인 성과를 거둔 것으로 파악되고 있으나 네트워크의 전체 구조와 연계패턴이 어떻게 이루어져 있는지 알아보는 과학적인 분석은 이루어지지 않았다고 할 수 있다. 이러한 필요성을 바탕으로 본 연구는 네트워크 분석(network analysis)을 활용하여 서울지역의 장애인 고용 네트워크 참여기관들의 네트워크 밀도와 중심성을 정보수집 및 제공, 내담자 의뢰 및 접수, 정기간담회 및 워크샵, 물적/인적자원 공유 및 배분, 공식계약, 공동사업수행 등 6가지 수준의 협력 단계별로 나누어 측정하였다. 분석 결과 각 협력단계별로 차별적인 네트워크가 구성되어 있으며 각 네트워크마다 보다 긴밀한 기관을 위주로-지역, 서비스 대상, 기관유형 등을 기준으로－하위네트워크도 구성되어 있음이 확인되었다. 또한 각 단계별 네트워크마다 중심기관과 매개기관이 파악되어 네트워크 상의 개별 기관의 역할이 확인되었다. 특히 연계, 매개, 근접 중심성 모두에서 공단 지사의 주도적 역할이 확인되었으며, 이러한 객관적 결과들은 향후 장애인 고용네트워크를 보다 효율적으로 운영해나갈 수 있는 통합적 관리 체계를 재구성하는데 큰 의의가 있는 것으로 보여진다.
