우리나라 조세,재정정책의 평가와 개혁방향 모색 = An Evaluation of Fiscal Policies in Korea

다국어 초록 (Multilingual Abstract)

Recently some people have raised doubts about fiscal sustainability of Korean government because of rapid ageing trend and globalization. This paper evaluates the fiscal policies of Korean government and looks for alternatives which correspond with the needs for the future of Korean society. The alternative fiscal policies should accommodate the human characteristics intrinsic to the life style of Korean people, excludes any unproductive business practices formed in the course of economic growth, and respond to the new social risks resulting from globalization. However, any claim itself with good reason does not guarantee the realization of it even in a rational society. Therefore, we should recognize the followings in seeking a desirable fiscal system: First of all, it is important to choose appropriate policy measures for the fiscal issues. Second, the fiscal policies are to be practical rather than normative. Third, the fiscal reform needs gradual settlement in order to minimize tax revolt.
