A Pendulum Hypothesis of Welfare Ideas
The purpose of this study was to propose a ‘pendulum hypothesis of welfare ideas.’ A pendulum hypothesis of welfare ideas means that historically welfare ideas have been moving from pro-welfare to anti-welfare repeatedly.
As the result, the fact that social protectionism of feudalism, and mercantilism of absolutism had pro-welfare idea, laissez faire of early capitalism had anti-welfare idea, state interventionism of industrial capitalism had pro-welfare idea, and contemporary new liberalism has anti-welfare idea was made clear.
However, the reason why welfare ideas have been moving like a pendulum is not explained. That is a next subject of study.

국문 초록 (Abstract)

본고의 목적은 복지이념의 ‘시계추 가설’을 제시하는 데 있다. 시계추 가설이란 역사적으로 볼 때 복지이념이 시계추처럼 친복지와 반복지 사이를 왕복했다는 것이다. 이를 위해 주요 시기별로 등장한 주요 이데올로기를 중심으로 거기에 명시된 또는 내재된 복지이념을 살펴보았다. 그 결과 봉건시대와 절대왕정시대의 사회적 보호주의와 중상주의는 친복지적 이념을, 초기 자본주의시대의 자유방임주의는 반복지적 이념을, 산업자본주의시대의 국가개입주의는 친복지적 이념을, 현재의 신자유주의는 반복지적 이념을 지니고 있음을 확인하였다. 그러나 이처럼 복지이념이 시계추 운동을 해온 이유에 대해서는 명확히 알지 못하고 있다. 따라서 현재로서는 하나의 가설로만 제시하고, 그 이유는 다음 연구과제로 삼아 규명하고자 한다.
