교육행정부문의 BSC 적용에 관한 연구 = 교육인적자원부 사례를 중심으로

국문 초록 (Abstract)

본 연구는 공공부문의 성과관리가 확산되는 추세를 반영하여 교육행정부문에서의 성과관리방안으로서 교육인적자원부의 BSC의 도입 및 적용 사례를 고찰하고자 하였다. 먼저, 정부성과관리의 개념을 알아보고, 새로운 성과관리수단으로서 BSC의 도입 가능성에 대하여 논의하기 위하여 BSC의 기본개념 및 원리, 체계, 주요내용 등을 소개하였다. 나아가, 8개월간에 걸친 교육인적자원부의 BSC 구축과정에서 도출된 문제점 등을 제시하고, 향후 연구 과제를 시사하였다. 본 연구는 BSC 도입을 고려하는 공공기관 및 대학ㆍ교육청 등에게 유용한 정보를 제공할 것으로 기대한다.

다국어 초록 (Multilingual Abstract)

This study was intended to examine the use of balanced scorecard(BSC) which had been rapidly spread in public sector as a method of performance management in educational administration services. The followings were discussed in the study.<br/>
First, the concept of performance management in public sector was reviewed.<br/>
Second, the possibility of adopting BSC to public sector was reviewed after discussion on a theoretical background and main contents of BSC. Finally, a case analysis of the Ministry of Education & Human Resources Development adopting BSC as a method of performance management provided us with several meaningful suggestions. It was expected that this study would provide useful information to non-profit organizations, universities and offices of education which might well adopt BSC in the future.
