국문 초록 (Abstract)

이 연구는 1997년부터 시?도 교육청 평가의 주요 영역으로 시행되고 있는 교육수요자 만족도 조사의 의의에 관심을 두고 상관분석을 통해 시?도 교육청 평가 결과와 교육수요자 만족도 조사 결과 간의 일치 수준을 알아봄으로써 교육수요자 만족도 조사 결과의 의의와 활용가능성에 대해 검토하였다. 시도교육청 평가결과와 교육 수요자 만족도간 상관의 연도별 추이를 살펴보면, 1999년과 2001년에는 매우 낮은 상관을 보였으나 2003년에는 보통 수준의 상관을, 2005년에는 높은 수준의 상관을 보여 상관 정도가 정적으로 증가하고 있음을 확인할 수 있었다. 끝으로 본 연구의 결과에 기초한 향후 시·도교육청 평가체제의 개선을 위한 방법론적 시사점을 제시하였다.

다국어 초록 (Multilingual Abstract)

This study is to review the evaluation system for municipal and provincial education authorities in order to seek innovative solutions for improvement. The evaluation, administered seven times until 2005, for municipal and provincial educational authorities(MPEA) was introduced to the Korean educational scene in 1996 by the Ministry of Education and Human Resource Development.<br/>
There has not been a comprehensive and intensive effort to review the MPEA evaluation system, although occasional efforts were made for partial revisions of the system. Among education scholars and practitioners, a pressing need for a more systematic review was recognized with the popularity of institutional evaluation ad a quality assurance mechanisms. The purpose of the study was to analyze the evaluation method(construct validity) ie, the relationship between the Evaluation of Municipal and Provincial Educational Authorities and Measurement of Education Satisfaction Survey which adopted into the evaluation of MPEA in 1997 in order to prescribe a better evaluation system.<br/>
As a result, the correlation(pearson) between the Evaluation of Municipal and Provincial Educational Authorities and Measurement of Education Satisfaction Survey increased significantly. With respect to the analysis, the meaning and background of the MPEA evaluation was analyzed first, followed by the changes of the system since 1996 and current situations. Major cases were also selected and analyzed to gain insights for possible directions of change. On the basis of analysis, several recommendations were suggested.
