지방분권시대 지역간 교육격차 실태 및 개선방안 연구 : 서울시를 중심으로

국문 초록 (Abstract)

본 연구의 목적은 서울시의 지역간 교육균형발전을 위하여 서울시의 지역간 교육격차에 관한 실태와 문제점을 분석하고, 교육격차 유발 요인을 규명하며, 지역간 교육격차를 해소하기 위한 방안을 모색해 보고자 하는 데에 있다.<br/>
분석 자료는 대부분 문헌연구와 교육청 관계자 및 초ㆍ중등학교 교사들과의 인터뷰로 수집하였으며, 분석의 기본 틀에 따라 지역간 교육격차의 배경 변인, 교육투입 변인, 그리고 교육산출 변인 순으로 살펴보았다.<br/>
본 연구결과에 따르면, 서울시는 지역간 교육격차가 상존하고 있으며, 지역간 교육격차의 배경변인으로는 지역의 경제력, 재정자립도 및 재정력 등이, 교육투입 변인으로는 지역간 교육여건(시설, 교사 등), 교육경비보조금, 교육소비자의 교육투입비용(사교육비) 등이, 교육산출 변인으로는 학력격차, 교육만족도가 제시ㆍ분석되었다.<br/>
서울시 교육격차 해소를 위한 정책방향 및 실천방안 마련을 위한 교육행정 기관과 서울시ㆍ자치구의 역할 방안으로 무엇보다도 교육소외 지역에 대한 과감한 투자와 지원이 요청된다. 또한 현행 지방교육자치제하에서 일반행정기관과 교육행정기관간의 협력방안 마련과 지역주민 등 교육관련 이해당사자 모두의 적극적인 교육정책 참여방안 증진이 중요하다.

다국어 초록 (Multilingual Abstract)

The purpose of this study were to identify factors, to find problems, and to suggest directions to reduce educational gaps among regions in Seoul. Data were mainly collected by review of literature and interviews with personnels of province office of education and teachers of primary and secondary schools.<br/>
This study shows that the educational differences exist between schools and their locations, and main factors influencing of educational gaps are socio-economic backgrounds of the students, educational facilities, educational grant sponsored by local government, private-tutoring, educational environment of schools and homes, and etc.<br/>
To solve these problems, this study proposes, first of all, that more financial and systematic support(educational facilities, audiovisual materials, laboratory equipment, and etc.) should be encouraged to improve school education especially in the low-income areas.<br/>
Secondly, under the educational autonomy system having an independent education committee and educational superintendent, responsibility of the local government should be one of the most important factors in developing policy alternatives for local education finance, and so the education autonomy system should be implemented and work together with the cooperation of local government. Thirdly, any level of the local government, or residents should have the process and procedures to take part in the decision-making process as a way of dealing with regional factors.
