시ㆍ도교육청 평가 개선에 관한 연구

국문 초록 (Abstract)

이 연구는 교육부의 시ㆍ도교육청 평가의 개선을 위하여 평가준거와 평가항목을 점검하고자 수행되었다. 교육청 평가영역은 교육조직 효과성 요인에 따라 생산성, 적응성-융통성, 통합성의 세 부분으로 나누고, 각 영역에 따르는 30개의 평가항목을 설계하였다. 시ㆍ도교육청 직원을 대상으로 설계된 평가항목에 대한 설문조사를 실시하였고, 요인분석 및 신뢰도분석을 활용하여 응답결과를 분석하였다. 이에 따라 교육지원활동 영역과 조직개선 영역 하에 교육 발전계획 및 교육 내실화, 조직통합성, 지역 교육청 및 각급 학교와의 관계, 교육부 및 시청과의 관계, 교육수요자와의 관계 등 다섯 하위영역과 22개 평가항목을 확정하였다. 평가항목에 대한 시ㆍ도교육청별 응답의 차이를 검증한 결과 시와 도의 응답에 있어서 통계적으로 유의한 차이가 있었다. 교육지원활동 중심으로 설정되어 있는 현행 교육청 평가항목에 조직개선을 위한 항목을 추가하여 통합적 평가체제를 구성하는 것이 바람직하다고 보며, 또한 평가항목 설정 및 적용에 있어서 시와 도의 차이를 두는 방안을 모색할 수 있을 것이다.

다국어 초록 (Multilingual Abstract)

This study was performed to rebuild criteria, relevant factors and items related to the evaluation of local educational authorities(LEA) by Ministry of Education and Human Resources based on the organizational effectiveness of educational authorities. Through setting evaluation criteria according to organizational effectiveness of educational authorities.<br/>
The objectives to be achieved in this study were as follows:<br/>
1) Criteria for evaluating LEAs' organizational effectiveness of educational authorities were extracted.<br/>
2) LEA evaluating factors and items were improved.<br/>
3) Validated difference between cities and provinces based on officials' opinion.<br/>
Designed evaluating factors were composed of 30 items which use a 5-point Likert-type scale. A factor analysis was made of inter-correlation of dimension scores. The principal component factor analysis revealed 5 factors with eigenvalue of 1.0 or higher. These accounted for 65.3 percent of total variance. Varimax rotation were performed with 3, 4 or 5 factors. A five-factor solution appeared to be the most plausible for the present data and was finally accepted.<br/>
In This study presented that all 22 items are adequate as the criteria for the evaluation of LEAs ; First, in the factor of education development plan and education substantiation, as the sub category of organization of LEAs, 9 items related to achievement of educational objects, enhancement of special education and relevant support system and support of educational knowledge and information, budgeting and facility management. Second, in the factor of organizational integration and stability, as the sub category of organization of LEAs, 7 items related to participation and communication, organizational and human resources management, and establishment and operation of internal system for the audit, challenge and adjustment. Third, forth and fifth in the factor of cooperation with and support for other authorities and institutions, as the sub category of LEAs' external relationship, 6 items(each factor has 2 items) related to relationship with educational consumers, relationship with other LEAs and schools, relationship between municipal office and the Ministry of Education and Human Resources.<br/>
Total 22 items in five factors survived.<br/>
I validated that we must considered to take differences between cities and provinces LEAs when we apply these evaluation factors and items. I expect presented measures to improve the LEAs evaluation, furthermore to specialize educational authorities evaluating policy.
