    The purpose of the study is to make suggestions for developing a inclusion model of special education in Korea, which can be basis for a model of inclusion in the special physical education with the analysis of inclusion debate in U. S. A. In this study, inclusion debates in U. S. A are reviewed and perceptions on inclusion from the adapted physical educators are reviewed. And finally suggestions for developing a service model in special physical education has been made. The best education for children with disabilities can be achieved not through belief and ideology, but through scientific and rational solution to consider all forms of evidences. Under the absolute major premise that the children with disabilities study and live together in our schools and communities together, various placements and supports should be provided based on individual needs of children with disabilities.
