This study attempts to propose and to empirically test a model of Internet uses in Korea. The policies to promote an effective utilization of the advanced information infrastructure and to enhance utilization of the Internet in everyday life should be based on a proper modelling of Internet uses. Unlike many other researches whose main explanatory variables are the basic populational characteristics of users, this study includes such variables as sociocultural characteristics, attitudes and perceptions, and Internet related training and education to explain Internet uses. The results of the empirical analysis of the model based on an online survey data indicate that variables of affinity to technology, perception of efficiency, and Internet related training as well as such population variables as level of education, gender, age, and marital status, have a significant effect on Internet uses. As the Internet is utilized in everyday life, the focus of informatization policies should move beyond a decent provision of accessibility. New policies should focus on providing various social groups with opportunities for training and improving perceptions and attitudes of Internet users.
