    In recent years, activity-based approach in Korean education has received much criticism. And the concept of activity has never been examined. First of all, we have to consider the concept of activity. The word `activity` can not easily be defined without reference to `behabiour` and `act`. Comparing with behavior, activity is a set of purposeful behaviours. And comparing with act, activity involves dynamic process of acts. The concept of activity can be defined as an activiness which is motivated by a goal. The feature of activity is that: It is (a) sociocultural, (b) goal-oriented, (c) successive, (d) trasformative, and (e) thought out in advance. On these grounds, this study suggested that: (a) Literacy is an activity not a set of skills. (b) Therefore school literacy instruction could be developed within activity not behaviour.
