학습권 관점에서 본 성인 문해교육 지원 정책 분석 = Analysis of the Korean Adult Literacy Education Policy on the perspective of the right to learn

국문 초록 (Abstract)

본 연구는 문해 (文解) 를 인간의 기본 권리로서 상정하고 현재 여러 가지 이유로 비문해 상태 에 있는 많은 성인들의 학습권 (right to learn) 보장을 위해 국가가 지금 무엇을 해야만 하는가에 대한 질문을 던졌다. 그 해답을 찾기 위해 우선 최근 성인 문해교육에 힘을 쏟고 있는 선진국들의 지원 정책을 분석하였다 또한 이와 관련하여 한국 문해교육 정책의 역사적 전개 과정을 분석 하였다. 현대 사회에서 글을 모른다는 것은 중대한 인권 침해의 가능성이 크다. 더욱이 해방 정 국과 근대화 과정이라는 사회적ㆍ역사적 이유로 인해 많은 사람들이 배울 권리를 침해받았다. 따라서 국가는 교육적, 사회적으로 불이익을 받고 있는 국민들의 학습권을 보장할 수 있도록 체계 적 지원을 하여야 한다, 본 연구는 성인 문해학습권 보장을 위해 1) 비문해에 대한 사회적 관점 전환, 2) 성인 문해교육에 대한 공적 지원 체제 구축, 3) 체계적인 성인 문해교육 지원 사업의 추 진 등의 정책 과제를 제안하였다. 이제 국민의 학습권 보장이라는 측면에서 국가의 정책적 지원 이 강하게 요구되는 때이다. 전국가적 차원에서 정부는 비문해자와 문해교육 기관에 대한 총체적 인 지원계획을 수립해야 하며 지역 전체가 문해교육을 지역의 과제로 인식하고 문제 해결을 위해서 협력해야 할 것이다.

Literacy is the human's right But many Korean illiterate persons were felt pain by the social misunderstanding and no national support. Especially Korean illiteracy originated by the social causes under modernization period. This study analyzed the policy to enhance adult literacy education on the perspective on the right to learn. To find out current situation of literacy education in Korea, this study looked for overview the current policy of the developed countries and analysis of literacy education policy history in Korea.
It's time to take immediate action to establish the public system for the enhancement of literacy education under the national, municipal, and local levels. To conclude, this study suggested the policy strategies to enhance literacy education; 1 ) need for better social understanding of illiteracy problem and literacy education, 2) build-up of the public promote system to enhance the literacy education for the systematization of lifelong education, 3) expansion of the adult basic education opportunity for illiterate peoples.
