시민참여를 위한 주민자치센터 발전전략 = Policy Alternatives for Promoting Citizen Participation of Community Center in Korea

국문 초록 (Abstract)

단체자치와 주민자치라는 양대 이론으로 대표되는 지방자치를 제대로 발전시키기 위해서는 제도적인 단체자치 만이 아니라 주민참여를 위한 주민자치 이론의 현실화가 가장 화급한 과제이다. 이 논문은 대륙계 단체자치를 배경이론으로 하고 있는 한국지방자치의 합리적 발전전략으로서 주민자치 이론의 접목을 시도하려는 의도로 작성 되었다. 특히 주민참여를 위한 제도적 장치로서의 주민자치센터를 중간평가 하면서, 21세기 지방자치 정착을 위한 수단으로 주민자치센터를 어떻게 발전시켜야 할 것인지를 집중 논의 하였다. 주민자치센터를 통해 시민참여를 성공적으로 이끌어 내지 못한다면 한국의 지방자치뿐만 아니라, 민주주의 발전에도 결정적인 걸림돌이 될 수 있음을 직시해야 한다.

The main purpose of this study is to investigate and suggest some possible alternatives for promoting citizen participation of Community Center in Korea. In this context, this study examines the introduction process, current status and activities of Community Center and evaluates them in terms of promoting citizen participation. The objectives of the Korean Community Center could be offering sports activity programs, social welfare services, supporting the daily lives of the residents, offering the culture and arts programs, etc.. Also, building up the sence of community is one of the important function of Community Center. But, fundamentally speaking, they are focused on promoting citizen participation.
