: Urban parks contribute to improvement in the quality of living by providing urban citizens with places for refreshment, natural scenic beauty areas and recreational spaces. Moreover they make great contributions to construction of foundation of mutual dependence for subsistence with a natural ecosystem. Therefore design strategies of urban space structure for the 21th century must be promoted in background of the guarantee for sufficient urban parks which render services to various urban functions for environmental city landscape and continuance. The purpose of this research is to identify regional structure of urban parks in Seoul and users’ behaviors and preference patterns. First, regional structure and spatial characteristics of urban parks in Seoul are confirmed through conceptional and theoretical investigation. Second, the analysis of urban open space policies between Seoul in Korea and Tokyo in Japan is made by the comparative method. Third, the properties of city parks users’ behaviors and preference patterns in case of seven major urban parks in Seoul are examined through the multiple regression analysis of decisive factors about degree of users’ satisfaction adopting Expectancy Theory by Likert scale. Urban parks in Seoul are mainly located in the outside of city or mountainous districts which are incongruent sites for development, so they are considered to be places difficult of access and simply extant negligible spaces irrespective of citizens’ convenience than places for refreshment and recreational spaces which are possessed of facility conditions for citizens’ requisites. According to the result of this analysis, the major positive variables to the users’ satisfaction which simultaneously appear at seven major urban parks in Seoul are diversity of forest, air condition, propriety as a recreational space, perspective image and explicative variables having negative effects on the satisfaction level are unpleasant scenes like drinking and delinquency, crowdedness.
