This study assumes that KII(Korean Information Infrastructure) Project success is due to policy change flexibility responding to policy environment change such as user demand and technology trends. The phase of policy change is determined by policy leader`s causal map and policy network which defines relation of actors. For analysis, causal map was built through interview with Ministers of Information and Communication, staffs and experts in KII Project. The results are as follows. 1) KII-government Network Project aimed at using government and public agencies and was directly invested by Government. Therefore it wasn`t sensitive to changes of policy environment and Network actors(President. MIC, KT, Dacom and NCA) were connected through cooperative ties. In this project, policy leader`s causal map didn`t change and existing policy persisted. 2) KII-public Network Project is used in homes and business offices mainly and is mostly invested by private sector. And it was sensitive to user demand and It trends. Policy network also changed as policy leader`s causal map varied.
