    The purpose of this study is to explore the effecting powers of job characteristics on organizational commitment by the organization level. This study adopted a questionnaire method in research of public officials in Busan. Data were collected from 273 officials for empirical analysis. Techniques used in analyzing data were factor analysis, ANOVA, correlation analysis, moderating-regression analysis. SPSS 10.0 for window programs were applied in the analysis. This study consists of six chapters. Chapter 1 establishes the research objectives, methodology and extent of the study, studies precedent on the organizational commitment. Chapter 2 examines the relationships between job characteristics and organizational commitment by the organization level, sets up hypotheses. Chapter 3 deals with research design and selects dependent & independent variables through the explanatory factor analysis Chapter 4 analyzes the research data empirically with the correlation analysis, ANOVA, moderating-regression analysis, tests a series of hypotheses and suggests interpretation of the results. Chapter 5 provides summation of the study and suggests research agenda for continuing studies. Defining variables to find influencing factors do through the exploratory factor analysis. Dependent variables are composed of two factors. These are value commitment and commitment to stay. Independent variables are composed of five factors, these are : skill variety, task identity, task significance, autonomy, feedback. In conclusion, this study sets up a series of hypotheses on the bases of causality between dependent and independent variables and tested them empirically. These results indicates that the determinants of organizational commitment differ with respect to the type of commitment and that the effects of task reward from an enriched job depend a good deal on the organization level of the job holder.
