김대중 정부의 모성보호정책네트워크 분석 = A Policy Network Analysis of Maternity Assistance Policy-making in the Kim Dae Jung Administration

This study focuses on the maternity assistance policy-making process, which has produced more controversy than many other policies. Throughout the analysis, this study explores how the policy network is established, and how the nature of the policy network affects maternity assistance policy. The results are as follows. First, in order to improve maternity assistance, it is very important to have systematic interactions with groups such as women associations, labor associations, citizens` associations, government, news media, and the National Assembly. Second, the greater the number of policy participants, the more open the economy, the more interactions among the participants, and the greater the governmental leverage over the corporate sector, the more likely are positive developments related to maternity assistance policy. Third, the women`s policy network, which had been alienated from the policy-making process, has now emerged as a part of the governance structure in the political system. Finally, and perhaps most importantly, it was found that after policy-making and in the course of implementation, in order to gain voluntary cooperation from the private sector, it is necessary for the government to exert considerably more effort on persuasion and coordination with the private sector than was the case in the past.
