미래의 한미동맹과 미국의 역할 변화 = 탈냉전기 미패권의 동맹 중재자(alliance mediator) 역할에 관한 분석과 전망

국문 초록 (Abstract)

한미간 동맹의 역사는 지난 50년간 국제체제의 변화, 미국의 세계전략의 변화 및 한국의 대응전략 등으로 동맹관계의 역동적 변화를 겪고 있다. 한국전쟁의 종료와 관련된 이승만대통령과의 갈등을 시작으로 지미 카터 대통령의 주한미군 철수결정으로 인한 한미간의 미묘한 감정의 대립, 최근 북핵문제의 등장과 주한 미군의 위상문제 등은 한미간 동맹의 재검토라는 심각한 관계설정논의가 진행될 위기에 놓여있다. 하지만 이를 위한 정책의 방향 및 범위 설정을 위한 이론적 기반과 실천적 작업이 구체적으로 활발히 이루어지고 있지 않은 듯 하다.
따라서 이 논문은 이러한 문제의식을 기본으로 하여 개념적 틀을 설정하기 위해 한미관계를 동맹이론으로 분석하고자한다. 하지만 한미관계의 분석을 단순히 동맹이론으로 분석하는 것은 한미관계를 역동적으로 그려내는 것 자체에 문제가 있을 수 있으며 향후 예상되는 한미동맹의 재검토상황에서 그 정책방향을 제시함에 있어 문제해결 능력과 정책적 제안을 결여 할 수 있다. 따라서 한미관계를 동맹과 동맹구조에서 발생하는 교환동맹모델, 동맹의 딜레마 등의 문제점을 분석틀로 하여 냉전기와 탈냉전기의 한미동맹의 변화와 그 변화 속에서 발생하는 한계와 갈등의 문제를 적용하여 살펴보고자 한다. 또한 한미관계의 갈등과 해결 과정을 협상의 틀과 미국의 한반도에서의 역할변화를 3자 개입의 틀로 적용 분석하고자한다. 마지막으로 한미동맹의 갈등의 한계를 보완하고 한반도의 평화구축을 위한 중재자로서의 미국과 그 가능성을 중재(mediation) 이론 틀로 분석하고자 한다.

다국어 초록 (Multilingual Abstract)

The purpose of this study is to examine fifty years’ security alliance of Korea and United States and issues that both Korea and the U.S. should deal with in order to establish a more mature, constructive alliance partnership in the future. Korea and United States have experienced various ups and downs in their relationship due to following factors: the changes both in international order during the past fifty years and in global strategies of the United States, and countermeasures of Korea. Although detering war has been successfully completed there are many questions to be resolved by Korea-U..S. alliance partnership. Based on historical review, this paper is aimed at analyzing the Korea-U.S. relations with the alliance and negotiation theory in order to settle conceptual framework. Using this theoretical framework, this paper will focus on the bilateral alliance and the problems resulting from it, and apply the changes of, as well as the problem of limit and conflict in, the Korea-U.S. alliance during and after the Cold War to the present situations. It will also analyze the changes in the role of the United States in the Korean Peninsula with the framework of the third party intervention. Finally, this paper will analyze the United States as a mediator to overcome the limitation of the Korea-U.S. alliance and to build peace in the Korean Peninsula.
