After 1990's the social welfare policy in Japan has intended to change from male breadwinner model to both reconciliation model and market oriented model. These changes are caused by several factors which probably the primary social factors have been leading to decrease in birth rate and aging. In Japan, child care and the elderly care have been regarded as the most important role among women's roles and depended on unpaid work by women most totally in the traditional family model.
Thus, the main purpose of this paper is to especially deal with child care and the elderly care among the changes of social welfare policy caused by decreasing in birth rate and aging. First of all, regarding policy of child care, I will mainly examine child care service, Child Care Leave, Child Allowance. Secondly, in terms of the elderly care, I will pay attention to the insurance of the elderly care since April 2004 and have a look at the division of labour by gender in the labour market according to the socialization of the elderly care. Finally, in this context this paper is to concentrate on making clear whether the countermeasures against decreasing in birth rate and aging after 1990's have an effect on gender free and reconciliatory.
