The problem of so-called re-preparing students is a long -standing educational and social problem. Recently, the seriousness of the problem has emerged and enlarged to a nation-wide concern. Under the current system of the college entrance examination and the social structure of employment, it is anticipated that new re-preparing student will continuously come into existence and will accumulate. In view of this, it is anticipated that the existence and accumulation of re-preparing students will never disappear completely. It is necessary to approach this problem with the purpose of minimizing the problem by reducing the yearly accumulation of re-preparing students and the incidental harmful effects of such accumulation.
The purpose of this study is to give a helping hand in the process of establishing an educational policy by: 1). Clarifying the actual aspect and anticipated number of prospective accumulation, through a grasp of the current state of re-preparing students; 2). Clarifying the multiple factors for the occurance of re-preparing students; 3). By doing so, seeking after the incidental problems of the accumulation of re-preparing students; and 4). Presenting the means of solving this problem by handling this problem from the view-point of both the educational system and the social structure.
Material was obtained from various books, studies, reports, and questionaires. The current aspect and perspective number of future accumulation were grasped through the Journal of Statistics of the Ministry of Education and other data. The personal problems of re-preparing students and the problems of the educational system and social structure were looked into through questionaires.
Conclusions:
1). The enlargement of the capacity of freshmen at the institutions of higher education.
2). Alternation from the system of fixed number of freshmen of college and/or university to the system of fixed number of graduates.
3). Improvement of the system of preliminary examination for the college entrance examination and the college entrance examination itself.
4). Versatalizing the curriculum of high school and strengthening vocational training at high school.
5). Improvement of conceptional structure to discontinue the way of thought towards school clan and “the first class faculty.”
6). Improvement of employment structure to enlarge the apportunity for employment and to abolish the system of academic paper-qualification(as opposed to actual experience or ability).
