There is a phenomenon of the rapid increase of high school graduates in Korea who are preparing for college and university admission in recent years. With the limited quota imposed on the number of students entering the colleges and universities, the number of students who have failed in the entrance examination have been increasing very rapidly creating a great social problem.
In studying the factors relating to the increase of high school graduates preparing for college admission, eight internal and external factors have been selected for analyses. As the external factors of education, age structure of population, age structure of employed manpower, population by educational level and age and the policies on the academic requirements for employment have been selected.
As the internal factors of education related to the phenomenon, entrance system, examination system, school centered educational system and views on education have been chosen.
The analyses of the external factors reveal that the interplaying of the those factors have accelerated the rapid increaes of high school student population and the population between age 20 and 29. This trend will continue up to the middle of 1980s. There will be a continuing pressure to increase the number of applicants to colleges and universities and consequently the number of high school graduates who fail in the entrance examinations but continue to try every year.
In so far as there is no basic change in those factors or change in their interrelationships, the trend will continue at least on the coming ten years.
Analyses of the internal factors reveal also that their interactions are bound to increase the number of high school graduates who apply for college admission more than those who would choose their careers according to their needs and situations.
This problem which we are facing now could have been anticipated back in 1968 when the entrance system from primary school to middle school was reformed, changing from the examination system to practically automatic promotion system. Likewise, we can anticipate the problems we will be facing in the near future judging from the present situation. What we need is a conceptual framework of education which serves as a tool for the comprehensive analyses of the factors relating to the phenomenon. Piecemeal approach to the solution of the educational problems will result in the vicious circle of the problems. The present situation which is already very serious must be checked before becoming even more aggravated. This calls for a full scale comprehensive study taking all the internal and external factors into consideration. Some valid and feasible measures as a conceptual framework can emerge out of such study.
