The goal of this paper is to provide ways to accelerate the pace of introducing the Japanese high technology to Korea and increase the efficiency of technology transfer. To this only this study starts with focus on the current situations of the Japanese technology transfer to the Asian countries. This study explains the current conditions on the Korean companies to obtain the Japanese technology and what kind of characteristics are witnessed in introducing the Japanese technology. The paper also examine what sort of cutting-edge technology the Korean companies have. It analyzes the current situations of Korean investments in the Japanese firms and the movement of Korean enterprises to set up a research center in Japan. Finally, on the basis of the results of the paper, it proposes several improved ways to improve the introduction of the Japanese technolgy in Korea.
Technology tranfer of the Japanese companies to Asian countries especially to China and Southeast Asia is expected to continue for years to come. When transferring technology, Japan will not change its position on emphasizing foreign direct investment. It is expected that in the case of Korea, Japan will remain reluctant to transfer its technology to Korea, while Japan is expected to transfer its technology to the rest of Asian countries at a more rapid pace. Following are the ways to facilitate the introduction of the Japanese technology to Korea and enhance the efficiency of technology introduction.
1) Korea should avoid the current patters of technology introduction under licence arrangement and diversify the ways to obtain technology, for example, through direct investment and freer move- ment of human resources.
2) In particular, to expand the investment of Japanese companies in Korea, a more favorable investment environment is needed to highlight Korea's strategic importance as middle-ranking economic power in Northeast Asia.
3) The availability of information on technology transfer should be enhanced so that Korea is able
to strengthen its negotiating power over the Japanese companies. By making most of its negotiating
power, the efficiency of technology introduction can be increased.
4) In order to provide more opportunuties to obtain technology for small and medium-sized com-panies, the Korean conglomerates should aware information on the technology introduction with small and medium-size firms,
5) To further expand access to the Japanese technology, improve the ways to actively utilize the Japanese technological infrastucture by expanding investments in the Japanese companies by estab-lishing a research institute in Japan. The Japanese industrial complexes Kyushu have become promising areas for small and medium-sized companies to make investments. To bolster Korean investments in Japanese companies, close cooperations among the local governments in Korea and Japan should be encouraged.
