To develop the effective teaching-learning model, it was necessary to consider the functioning states of brain in learners during learning activities. We developed a Brain-Cycle Learning Model, which is based on knowledge of the relative dominances of the left and right hemispheres and the characteristics of the rhythm of the cerebral neurons during learning activities. This model first combines two-dimensionally the oscillative employment of the left and right cerebral hemispheres and the oscillative utilization of fast and slow waves, and then allows us to use the brain in a cyclic manner by successively deploying teaching and learning activities appropriate for the properties of each quadrant of the two dimensional combination mentioned above. The purposes of Brain-Cycle Learning Model are effective use of whole brain, improvement of science achievement and thinking abilities, fostering the stable states of brain in learners. To asssess the Brain-Cycle Learning Model, brain waves were measured in the prefrontal during learning activities of science class in middle school. Therefore, it was shown that the functioning states of brain were similar to the properties of each quadrant in that model.
