The purpose of this study was to develop the evaluation scale for early childhood computer software. The procedures included the construction and the validation of scale. From the review of literatures and discussions with professionals in the related field, a total of 15 categories and 59 sub-categories in the three areas; content area, design area, and learner-support area were drawn. This pilot scale was administered to 370 kindergarten classroom teachers. To examine the concurrent validity, the CSR`s Children`s Software Evaluation Instrument was used. 30 kinds of CD-ROM titles for young children were evaluated by three reviewers to examine the validity and reliability of the constructed scale. The method for data analysis included item means and standard deviations for content validation, factor analysis for construct validity, and Cronbach α`s for concurrent validity and inter-rater reliability. Most items in 3 areas were rated as moderate to highly important. 13 factors emerged from the data and 43 items were selected. The concurrent validity was .96 with the CSR`s Instrument. The inter-rater reliability coefficients were .60, .67, .90. The result indicated that the scale, with specific guidelines for scale value, could be used as a valid and reliable instrument to select high quality educational software among various kinds of products.
