The propose of the present study was to examine the validity and reliability of the Assessment Scale for Early Childhood Programs developed by Rhee and Lee(1994). The subjects of the study were classroom teachers of the 81 kindergartens in Seoul, representing three quality groups of high, middle and low. The Assessment Scale consists of 171 items in ten sub-areas with three point ratings, whether each criteria in the item is, fully met (3), partially met (2), or not met (1). The scale was administered by the teachers for their own classrooms as a self-evaluation and by trained observers. Two Other measures were also used to examine concurrent validity-the NAEYC Accreditation Criteria and the Early Childhood Environment Rating Scale (ECERS). The methods for data analysis included correlation coefficient and F-test for validity, inter-observer correlation coefficient and Cronbach α `s for reliability and item analysis. The concurrent validity of the scale was. 73 with the NAEYC criteria and .27 with the ECERS. The ten sub-area scores of the scale were significantly different among the three quality groups. The Cronbach α levels ranged from .80 to .93 in self-evaluation and .76 to .93 in observation. The inter-observer reliability coefficients were .81 to .99 depending on the sub-area. The item analysis data revealed that five items among the 171 items were inappropriate, so two items were deleted as a result. It is concluded that the scale, with minor modifications and specific guidelines for scale values, can be used as a valid and reliable instrument to assess various aspects of kindergarten programs in Korea.
