This study is an attempt to lessen the gap between conceptually proposed ID principles for designing WEI and real world design problems faced to the designers of web-based in-struction. This study proJXlS8S an action model for WbI ID and examine> the practical usa-bility of the model. The model was developed based on the experiences of 11 ID specialists who designed 8 different WEI courses over the period of 3 months for college level learners. At the begin-ning stage, this study reviewed existing general ID models and then intensive attention was drawn to the specific ID models which are targeted only on WEI design: NBISD model and Samsung N- ISD model. Through the extensive interviews and focus group workshops with the ID specialists, a basic work flow model which describes and conceptualizes actual work flows of the design projects was developed. The basic model was used as a stepping stone for developing an ideal but practical model for WBI ID.The WEI ID model consists of three layers: WEI ID process, Supports, and Outputs.These layers shows various elements have to be considered to develop an effective WBI. The process model shows 5 stages of designing WEI: Analysis, Image design, Macro de-sign, Micro design, and Story-boarding. The visualized detailed version of the model shows all three layers and the relationships of each steps and stages of the design process. For the purpose of validating the WEI ID model, 7 ill specialists were employed to eximine the face validity of the model. They evaluated the model around 3.6 to 4.0 average at the scale of 5 points. Observed percent agreement factor coefficient was 0.8. The study shows a pos-sibility of developing an effective action models for various WBID settings.The limitations and related future research directions were discussed.
