This study was implemented to analyze the content of inclusive education action plans involved in the schools` official document, Guidelines for Elementary School Curriculum and Management(GESCM). 36 GESCM collected from nationwide elementary schools were analyzed using the indicators for inclusive education action plans which were developed by the researchers. The indicators contained 21 items of 5 different sub-areas related to the school policy contents supporting appropriate implementation of inclusive education at elementary school levels. The content of GESCM of 36 elemenatary schools were graded employing those indicators with 4 point (0 to 3) likert scales. The results of this study indicated that, in general, the content of inclusive education action plans written in 36 GESCM was not very satisfactory. Given that the Guidelines for Elementary School Curriculum and Management is one of the most important official documents that guide how a school`s whole educational programs are planned and managed, I was strongly recommended that every GESCM should properly include the inclusive education action plans which could direct the whole school`s efforts and resources to quality inclusive education for all students. Finally, subsequent studies for developing a model for quality inclusive education action plans for elementary schools were suggested.
