In early 1990s, huge changes have happened in the socialist societies. There was tremendous pressure on the North Korea to adopt a policy of the openness toward the outside world despite the possible in ability to maintain its political system and succession of power. When the North and South Korea will be re-united, whenever that could be, one of the most important and critical issues would be the land reform in the North Korean. Especially, forest land will be the largest land resource in the Unified Korea. This paper aims to provide the forest land reformation for implementing the restructuring of North Korean land system after reunification. The reformation process of forest land will be consisted of three stages. First, ownership of forest land will be made temporary re-nationalization to prevent a social disorder and carry out public roles of forestry. Second, among re-nationalized land through the first stage, long-term lease system will be adopted to overcome the discrepancy of land markets. Third, the objective forest lands on long-term lease will be privatized in consideration of the tenant`s achievements evaluated by nationalized forest land manager. And, one of critical issues after re-unification will be restored the former land ownership. The restitution of ownership will create various problems such sluggish investment, hinderance to SOC expansion, higher integration costs and protection of current land users. Second, compensation of ownership will be need the huge budget. Therefore, re-privatization or temporary nationalization without restitution and compensation will be a suitable approach in the Korean situations. Because of forest land should be managed for preserving the value of natural environments and the public land use, forest lands for public use will have to maintain the re-nationalized ownership.
